“Tiny house” is a lifestyle description. Regulators care about the legal building or vehicle classification.

Site-built / foundation dwelling

Tennessee currently uses the 2018 IRC for the state residential program. Depending on location, the permit and inspections may be handled by the State Fire Marshal, a locally exempt code program, or an opt-out jurisdiction; zoning and land use remain separate local questions.

Partially built off-site shell

Tennessee State Fire Marshal guidance says a limited off-site shell can be treated as a one- or two-family dwelling when it meets specific criteria and then completes the normal residential permit/inspection process on a compliant foundation or engineered piers.

Ready-removable / shed-type structure

Tennessee guidance states that a statutory “ready-removable” may not be modified for use as residential, recreational or emergency housing. A portable shed should therefore never be marketed or purchased on the assumption that finishing the interior automatically creates a legal dwelling.

Manufactured / modular / THOW

  4. What foundation, inspection, electrical, plumbing and certificate-of-occupancy steps apply?
  5. If using septic, has the site/soil been evaluated and is the permit sized for the intended bedrooms and occupancy?
