Lexington County requires zoning review for new construction and other land-use changes in its unincorporated territory, while municipalities inside the county administer their own zoning. The county separately addresses site-built/modular homes, mobile homes/campers and mobile-home parks, so a park-model community should not be treated as proof of ordinary-lot placement rights.

Site-built or modular dwelling

Lexington County requires a zoning permit for new construction in unincorporated areas and a building permit when constructing, moving or changing occupancy of a regulated structure. Individual site-built and modular homes also go through county addressing before well/septic permitting when applicable.

Separate county process

Manufactured / mobile home

The county publishes specific mobile-home installation and zoning materials. Its addressing guidance says mobile homes require a Community Development checklist, and some campers may be subject to the same requirements depending on the county’s determination.

Mobile-home / similar park development

Lexington County publishes mobile-home park development guidelines and a zoning application for mobile-home parks. The zoning FAQ explains that larger concentrations of mobile homes are treated as a park and require special-exception approval under the ordinance.
