Georgia applies mandatory state construction codes statewide and separately regulates industrialized/modular and HUD-code manufactured housing. Those construction pathways do not override local zoning, subdivision, foundation, utility or land-use decisions.

“Tiny house” is a lifestyle description. Regulators care about the legal building or vehicle classification.

Site-built / foundation dwelling

Georgia’s mandatory state construction codes apply statewide. The 2024 International Residential Code with Georgia amendments became effective January 1, 2026, but the local government still handles the applicable permit, zoning and site-development decisions.

Industrialized / modular building

Georgia’s Industrialized Buildings Program covers qualifying factory-built housing and requires state construction compliance/insignia. DCA expressly says the program does not supersede local zoning and that local governments retain site-installation, subdivision, grading, foundation and utility authority.

HUD-code manufactured home

Georgia’s manufactured-housing program treats manufactured homes as dwelling units of at least 320 square feet built on a permanent chassis under HUD standards. A state installation permit is required for each new or pre-owned manufactured home installed in Georgia.

THOW / RV / park-model-type unit

A tiny house on wheels should not be assumed to qualify for Georgia’s industrialized-building or HUD manufactured-home pathways. Confirm the exact classification and local zoning/occupancy treatment before relying on a vehicle-style unit for full-time residence.

  2. Is the proposed unit site-built, Georgia-approved industrialized/modular, HUD-code manufactured housing, or a vehicle-based THOW/RV?
  3. What local zoning district, minimum dwelling standards, setbacks, foundation and utility requirements apply to that classification?
  4. If using a manufactured home, are the HUD labels, state installation permit and licensed-installer requirements satisfied?
  5. If public sewer is unavailable, has the county environmental-health office approved the onsite sewage system for the intended dwelling?
